LEED "Owner" (vs. Leasing)

I am working with a national retailer who controls the design of their own stores and all LEED decisions that are made regarding those stores. However, some of their agreements are to lease those stores from a developer. Can the retailer remain as the LEED "Owner", or must the developer act as the owner for LEED purposes?
