According to the Water Use Reduction Additional Guidance (April 2013), when selecting the "Blow-out fixture" option, the 3.5 gpf baselne should also be used for the installed case. But in my view, only the fixtures that consume water greater than 1.6 gpf should follow this rule.
I have a project that the blow-out fixtures with 1.58 gpf will be installed in the project. Can I use 1.6 gpf as the baseline?

I would recommend erring on the side of using a 1.6 gpf baseline for any fixtures that consume less than 3.5 gpf, based on the definition provided in the Water Use Reduction Additional Guidance. However, I've not come across this on any projects myself and it would be great to hear from anyone with a similar situation (or, if you've submitted your project already, to hear how you ended up handling them)!
