According to the Water Use Reduction Additional Guidance (April 2013), when selecting the "Blow-out fixture" option, the 3.5 gpf baselne should also be used for the installed case. But in my view, only the fixtures that consume water greater than 1.6 gpf should follow this rule. I have a project that the blow-out fixtures with 1.58 gpf will be installed in the project. Can I use 1.6 gpf as the baseline?
