Our project is mixed use office and retail. Secure bike storage is provided in the parking garage for regular building occupants. Review comments have been received that "it is not clear if retail customers would have access to the bike storage". It would be impossible, if not impractical, to give random retail customers access to this same space, and have it remain secure space. Would additional bike racks, in a public accessible section of the garage, or even outside near the shops, for retail customers, be acceptable, or are we required to provide the same level of accommodation for all bike users?...obviously the regular occupant will enjoy a higher level of security.

Yes, on our mixed use projects both office/retail and residential/retail we provide additional racks typically on the exterior site, but I assume publically accessible areas of the garage would work also.
Thanks! I thought that should be acceptable, since the key to encouraging use, is to make the racks as accessible as possible.
