why do a private lavoratory faucet have a higher rate than a public under the EPAct 2.2 vs 0.5?

Private lavs are used in places like residences and hotels where shaving, face washing, teeth brushing, etc takes place, and so a higher flow rate is warranted. Public lavs are usually used mostly for hand washing.
