EAp1-1 Commissioning Report Upload Location Missing

The new LEED Online interface seems to be missing the ability to upload a commissioning report. Is this a programming error or has the upload location been relocated from the previous arrangement?

first go to the credit template and select one of the following "the commissioning report is. ...." click on the upload button within the credit form, you will be redirected to the upload location. click on "add file".
