Option 2 -question regargind baseline/budget building-

Hi to all: On regards Option 2, the Reference Guide is clear about the thresholds that must be achieved as HVAC systems annual cost savings, but it is not clear if those savings can be boosted by energy conservation measures as installing additional insulation, reducing LPD, reducing miscellaneous loads, etc. We are working on a tenant space where we didn't have any responsibility on the design of the envelope, but the Owner has allowed us to implement enhancements on the existing fenestration and roof insulation which will lead us to improve our HVAC energy savings. According to the Reference Guide, it is recommended to model in the design case any reduction in the miscellaneous loads if the project is pursuing EAc1.4, which makes us think that the same logic applies to other load vectors as the mentioned above, but there is no statement that clearly indicates it. Id appreciate your help; and if we can take credit of the envelope enhancements please confirm if the baseline should be either the original building envelope or the 90.1 envelope requirements.
