The credit's restrictive requirements only apply to off-street surface or ground-level parking lots, and surface-level garages unless they're under habitable space. For example, the maximum 20% of development footprint doesn't apply to underground parking whose area might exceed the 20% value. And underground parking can be used to satisfy carpool and shared vehicle space requirements. Again, sorry for the terrible delay in replying. Eliot
