Just wanted to confirm, in a Core and Shell project, if there is not any kind of shading device within the scope, then you are not eligible for this credit. But if you have fixed exterior/interior vertical/horizontal shading devices, then you are eligible. You just cannot discount the areas above 500fc since the shades are not automated. Is this correct?

You can still be eligible if you have the requirement in the tenant lease agreement that some form of glare control measure is installed, such as manual operated shades. But, as you noted that nothing is in the scope of work or included in any type of agreement, then you will not be eligible for this credit.
To answer your second question, yes, you cannot disregard areas over 500fc since you do not have automated shades. Only the installation of automated shading devices allow a project to disregard areas above 500fc.
