Core and Shell project with public bike scheme adjacent

Our project seeking C&S certification for and existing building redevelopment. We are providing bikes and changing facilities within the building and a bicycle network to comply with the 'Bicycle Facilities' credit. However, there is a public scheme immediately be classed as access to quality transport. It's not available as an option on the drop down menu of the Quality Transport credit form, but there may be a case for inclusion under 'special circumstances' -has anybody used a public bikes scheme in pursuing of Access to Quality Transport?
