Do we need to Commission these systems?

Omar; Lots of depth to this question. I will try to give some guidance, but of course this is just my opinion! ALL these systems deserve commissioning, and you could bring a lot of value to the client by doing so, but in this case you are asking for the minimum scope. 1) Yes, all these systems. I assume the fuel is for an emergency generator, and in the building. I feel this is part of the energy using systems. 2) No, this would not have to be part of fundamental, and is typically done by the AHJ as they check out the building. However, many clients want this checked BEFORE the AHJ does the testing to make sure occupancy is not at risk! 3) No. For this I am assuming you mean things like nurse call, A/V systems, fire alarm, telecom, data, etc. Again, all these systems deserve Cx, but not required by LEED. 4) No. 5) No for v09, but I am not so sure for v4. Elevators are now under ASHRAE 90.1-2010, so are regulated. To me that might bring them under fundamental Cx scope. We will see. 6) Yes, if part of the building systems. 7) Yes to chilled water and domestic water. No for electrical power. I know this sounds like a broken record, but electrical distribution deserves Cx, and in HC in my opinion it is a standard of care thing...generators and blackout tests are the only way you will know if all the life preserving systems will operate the way they are intended. Just jumping in to reinforce Scott on the HC Cx comment as I strongly agree with him. Critical life safety items should be commissioned in hospitals with full mock failure tests.
