NC-2009 SSc6.1:Stormwater Design—Quantity Control

case 1 option 2 - "critical values"

page 95 of the LEED manual (description of case 1 - option 2) states that post development runoff rate and quantity must be below "critical values" for the relevant receiving waterways. It isn't defined objectively anywhere (as far as I can tell) what this means/how to determine what is considered critical value for any given type of waterway. I'll ask our civil engineer - but thought I'd pose the question here also.
