I noticed that in EBOM v4 the financial contribution of $0.05 must occur annually Seeing as this is $0.40, am I correct to assume it is a one-time fee?

Yes, unlike EBOM projects, new construction projects only need to provide a one-time donation. Note that the contract must state that the site will be protected in perpetuity, though.
