No "new" parking, or "Not any" parking??

There is an apparent discrepancy between the CI-Retail 2009 Ref Guide Supplement, and the LEED Online Form for Option 4: Case 2, Path 2. The requirement as stated in the Ref Guide Supplment is: "No new parking will be added for rehabilitation projects." But the Form says, "No parking will be provided or subsidized for tenant employees." This is are 2 quite different requirements. Any one know which one it's supposed to be?

update: apologies, misread the reference guide. the "no new parking" optionis for projects >75% of the building area only.
