Healthcare-v2009 MPR3:Must use a reasonable site boundary

LEED Project Boundary

Can someone help me with this please?. I am working now in a health care LEED Project. The LEED Boundary was set already when we submitted the MPR. Because the site is tight, the contractor has to store the top soil outside the LEED boundary. Is this acceptable? do I have to add this area into my LEED boundary?. Your comments are appreciated

It seems that it is being disturbed for the purpose of undertaking the LEED project, so it should be included.
