Marking credits as Complete

I am having difficulty with marking credits as complete. The forms have been filled out and meet the compliance. When in the scorecard page, I click on the Complete icon and nothing happens. Also, I have a credit that does not meet the compliance requirements, however I have provided a narrative explaining the circumstances. I wish this credit to be reviewed and am not able to select this credit as complete either. Any information as to what I may need to do would be helpful. Thanks
