Please clarify the formula for calculating bike storage for a university student dormitory. In the NC 2009 Reference Guide on the Intent page it lists Case 2: Provide covered storage for securing bicycle for 15% or more of building occupants. However, in Calculations for Step 3 it states that each group needs to be calculated for occupants (x .05), transients (x .05) and residents (x .15) and combine these 3 groups. Can you please clarify the correct calculation process? Thanks.

You aren't the only person to be confused by this - it probably should say "provide covered storage... for 15% of the building residents [not occupants]."
In a dorm, there may be university employees who work there, so 5% of any paid staff (FTE) need bike racks, but these aren’t required to be covered. The same goes for any transient visitors to the building, though that number can be hard to predict. Any reasonable estimate should be fine.
The calculation steps are the more complete and correct steps to follow. This provides a higher percentage of covered bike racks for the dorm residents who live there full time, and a lower percentage of racks that don’t have to be covered for the short-term visitors to the building. Of course, in the PNW even staff and visitors will appreciate covered racks, but that’s up to your discretion.
