FTE in a religious facility

I am looking for guidance on how to calculate FTE in a religious facility on a university campus whereby attendees are there for 2 hours each day based on their religion. Are these attendees considered part-time FTE's? or do we consider them as transients?

Attendees would be transients. Part time FTE's would be for the people who conduct any services or are paid to do work in the building.
