Sustainable sites-Development denisty & community connectivity

In Development denisty & community connectivity Various type sites it has been indicated that green field site should not be developed and not eligible for credit but under Site development- Restore habitat-Green field site- this has been indicated that disturbance of developement should be limited as per the guideline given, why this is contradictory, kindly clarify
