My client is building a destination resort which includes a hotel, golf course, spa, etc. I understand the need for bike racks for resort staff who will be commuting locally. But,would they need to include bike racks for the resort visitors? It is unlikely that anyone headed to a golf resort would arrive on their bike while pulling a trailer with their clubs!

Hi Cista,
If you talk about transient occupants (guests), they can be excluded for a resort/hotel but not transient visitors.
On a previous resort project we excluded the transient visitors as well from bike calculation because the resort was isolated and it was unlikely that someone would get there in bicycle. At the opposite of guests you would have to justify it.
