Can de-lamping be acceptable to meet the Lighting Power Density Requirements?

The fixtures wattage is based on the socket for incandescent fixtures. And based on the socket/ballast combination for the fluorescent and HID fixtures. Removing a lamp does not change this. You will have to remove the socket also.

Thank you Bill. In my case, I have 3 lamp 4 foot T5HO fixture of which one lamp is being removed which would reduce power drawn to overall fixture. So, this should reduce the Lighting Power Density. Right?

As long as you also remove the lamp socket also. The fluorescent fixture should have 3 pairs of sockets. If you are removing one lamp then you should also remove one pair of sockets so that a lamp can't be easily added.
