Timing of systems manuals

The credit template allows the commissioning authority to upload a draft of the systems manual if it is pending completion. The contract between the owner and commissioning authority is also required to be uploaded in this case. Financial information located within the contract can be redacted/omitted. Hope this helps!

Melinda, we submit draft reports all the time, just for the reason you mention. It is important to tell the reviewers what remains to be done due to seasonal testing or action item resolution. For the Systems Manual, about the only thing that I can think would not be done if the building is occupied is the 10 month review, and we always put a place holder in our manuals to insert that once completed. The contract shows that a review is contracted. So my answer would be no, I have not have a problem getting the Systems Manual submitted in a timely manner after completion of construction. That being said, some projects take a little longer than others since we depend on a lot of information from others on the design and construction teams for that manual.

Our project commissioning exercise filled more than 30 binders and if we scan them and upload them it will be couple of Giga Bytes of files. Does anyone run into this; that only a summary would be included and stating that the complete document(s) were handed to the owner where they in turn will confirm that?

A belated follow-up question. A building's Issues Log is closed EXCEPT for some pressurization issues. The CxA wants to wait until these are cleared up before submitting a report to LEED Online. Everything else has been ready for months. The GBCI Reviewer won't take exception if heCxA submits a Draft report that includes this outstanding issue?

I cannot speak for GBCI, or USGBC for that matter. But, I have submitted plenty of Commissioning Reports with open issues. In the executive summary (something I always put in by the way), I note what items are open, what is being done, and when they are expected to be closed. Also, I indicated that my role of CxA is not done until the issue is closed, or the Owner has accepted the condition. Now, I am not your CxA, so I am not sure what their concern is. You should have a discussion with them to find out if it has to do with acceptance or some other reason.

Thanks Scott. Turns out there was a major Life Safety issue open. He will push for closure of that ASAP, then submit the Draft with Exec Summary listing other outstanding issues and probable closure dates.
