If you only have one fixture, a faucet in staff lunchroom, in a CI project, and it does meet the goal of 20% better than code, i.e. 1.5 gpm. Then do you gain this credit? If the project occupants are going to use a bathroom on the floor in the building, does that bathroom need to be calculated too? Also, if the tenant wanted to improve the bathroom on this floor so they can achieve this credit, could they do that? Or do all the bathrooms in the whole building need to be counted?

You have several choices when you complete the template. You can choose to enter tenant fixtures only (just the break room sink in your case), or include both tenant and base building fixtures.
With respect to whether the core restroom fixtures need be included, I've heard a variety of opinions and interpretations from reviewers. That said, my rule of thumb on every project is to include every fixture that the tenant uses on a regular basis (which would include the core restrooms).
If you do include the core restrooms, you only need to include those that the tenants are expected to use regularly. For instance, if the tenant for your project resides on the 3rd floor in a 6-story speculative office building, you would only have to address the restroom fixtures on the 3rd floor, and not on the other floors.
