Has anyone achieved this credit in the Uk? And do the REC/contract to be in place at the time of handover to the client? The building will not be occupied straight away.

You can purchase RECs from anywhere to achieve the credit. Some REC providers I've worked with before are Sterling Planet and Renewable Choice, which I'm sure are just a couple of a much longer list of providers. They provide a contract that is a one-time purchase where no one needs to worry about maintaining anything for credit compliance. I purchased Green Power for a project in Hong Kong from one of these providers (they are definitely not based in Hong Kong) and we achieved the credit.
