Inquiry on MPR for LEED 2009 ND

Currently I'm working on a LEED ND project in Wuhan, China. I'd like to find out if a project must apply for LEED NC certification in order to be certified for LEED ND as part of the Minimum Project Requirements ?

Jin, for a project to be certified under LEED-ND, GIBp1 requires at least one certified green building, but it can be certified under any LEED program, not just NC. LEED-ND 2009 technically doesn't have Minimum Program Requirements, just recommended guidelines. Eliot
