In the center of a pod of 8 workstations there are two breakout tables for collaborative work. Each workstation has a tasklight. Do the collaborative tables need ambient light level options or can we maintain the additional tables and chairs will be for transient use? In reality, if they use them for more than an hour we imagine they will move a task light over from their workstation to customize their lighting conditions.

Hi Joyce,
The collaborative tables would be considered multi-occupant spaces and would need lighting controls to meet the needs of each space. It's a bit tricky because you mention that there are two breakout tables but - presumably - one set of ambient light level controls. You need to be able to prove that the breakout tables have enough controllability on their own and outside of the task lights. I think you could make a strong case through a good narrative and in describing how those spaces will get the controllability they desire. Are there different sets of lighting levels that could be adjusted to provide varied control for each collaborative work area?
