Hallo,
1.Our client affirms that the medical equipment such as MRI, tomography and x-ray does not use water at all because they are digital.
Due to our lack of knowledge about medical equipment we don't know whether our client is unaware of the fact that this equipment uses water to cool itself or it is possible to have such medical equipments which do not use water AT ALL.
2.What type of medical equipment could discharge fluids at such a temperature that would be limited by local regulations?

Most radiology equipment is air cooled and not water cooled these days but they haven't really answered your question. Digital imaging doesn't equal air cooled. You need to get the equipment cut sheets from the owner or the medical equipment planner if your project has one. Or ask the plumbing engineer if he has any hook ups to the equipment.
Sterilizers famously eject steam which condenses to water which retains heat. One often needs an expansion tank to handle the pressure.

Regarding the point (2), if there is no local requirement to limit the discharge temperature of fluids, then we have to "provide a thermal recovery heat exchanger that allows drained discharge water to be cooled below code-required maximum discharge temperatures while simultaneously preheating inlet makeup water or, if the fluid is steam condensate, return it to the boiler."
Is this right?

That is the way I read the pre-req as well. Basically, any water used in medical equipment needs to be used more than once (unless it is an emergency back up system). If you have hot water coming out of a sterilizer, what else can you do with it before sending it out of the building.
