baseline HVAC system selection

I would like to clarify the basis of baseline HVAC system selection in energy modeling. Selection is based, among others, on number of floors and conditioned floor area. I would like to ask if numer of floors and conditined floor area should include underground floors where we can find technical rooms, showers and parking garage (there are some heaters in the garage and other rooms)?

Below grade floors count if they are conditioned space. If they are fully unconditioned they do not count.
