Sidewalk clarification

One of the requirements states, "At-grade crossings with driveways account for no more than 10% of the length of sidewalks within the project". when they say sidewalk do they strictly mean the sidewalk adjacent to the street or can the rest of the pedestrian paths on the site be factored in? also I assume not, but is it possible to omit driveways that are existing on our site from that percentage or do any and all need to be added?

In out projects, I usually count the sidewalk along the street. If there are parallel sidewalks, I only count their length once, as the intent of the credit is to reduce the vehicular crossings through sidewalks. I'm not sure about that - we always tried to minimize the driveways and counted all crossings.
