NC-2009 WEp1:Water Use Reduction—20% Reduction

Hi, Our project is pursuing NC certification, but it includes a tenant portion which is uncontrolable by the owner. Fitness gym with shower facility is included in the tenant portion. It is difficult to force the tenant to use low flow shower. Our questions are followings; 1. Is it OK to calculate water useage in the tenant area as neutral as the baseline, although the project is pursuing NC certification? 2. We have a problem in calculating shower useage at the fitness gym. Is it OK to use 0.1 times per a user per a day, which is the same as FTE occupant ? The transient occupants are assumed to use shower 0 times per a day. Any comments would be appreciated. Thank you.
