Storm water quality within LEED Boundary

Hello I am currently working on a Golf course community within the middle east and in regards to the various strategies employed on site , there are vagetated filter strips, oil spearators, wet pond /lakes, wadi / grass swales and extended retention dry pond but some of this extendeds beyond the LEED boundary, but still remains within the site boundary of the project. Is that acceptable or we have to be within the LEED boundary. Or possibly extended the LEED boundary, but we would have to rework on other credits. please clarify.

so just to reiterate...if we have to, our stormwater mitigation can be outside of our project LEED boundary then, correct? We have no room on site and are looking to put an underground system underneath a nearby parking area.
