LEED CERT ON PUBLIC PARK / FIELD HOUSE

Hi i am doing a feasibility report on LEED certifying a couple field houses owned by public parks. The problem I am facing is that there is no sub metering so all utilities account for the whole park. The electricity provides outdoor lighting etc. I found that on port manager i can account for this by using the park as a campus and having the gas utility data go though only the field house. But will I have to apply for LEED as a campus as well? Thanks You
