Question about Mechanical Ventilation

Hello, My mechanical design normally consist of a big outdoor air fan supplier on the rooftop that delivers air to each floor (for mechanical ventilation) and then the future tenant will install his fan foil unit. So this would be 'Mechanical Ventilation 100% Outside Air' in the IEQ form, however, there are also C&S areas that doesn't have this air for ventilation, but a split unit only or a fan coil unit only. So, can split units (or fan coil units) be considered as 'Mechanical Ventilation Single Zone Unit'? Please advice. Thanks in advance.
