Construction change will allow us to achieve credit

NC 2009 project. Two problems. First, we were denied Credit WEc3 in Design phase re-submittal. This appeared to be because of a glitch in the way the online form calculates the credit. An explanation & corrected calculation on a sample form that correctly calculated the credit was attached, but it was either not read or not addressed in the text of the denial. Even so, we only missed the point by 0.21% - a quarter of one percent. This was disappointing. Second, in the course of construction lower-flow fixtures were substituted. We would now meet the credit even when using the glitchy online form. Because there was a design change during construction, can we now re-submit the point without filing an appeal? Or would this have to be done through the appeal process? Apologies if this has already been addressed in this forum, I was unable to find a similar question.

If you are certain that there was a form error and you submitted correct calculations you can ask GBCI to take another look through the contact us portion of their web site before you appeal. You can't make any changes to your calculations without an appeal.

We had a similar situation recently with a problematic template, and were able to resolve it with emails and phone calls. They took a second look, and we were granted the credit without appeal. I agree with Marcus, if the values changed, then an appeal is required.
