In a Core and Shell building we are finishing the construction process and we have obtained 47 points in the design stage.
The goal of the owner is a GOLD certification,we must have at least 13 points in the construction credits review .
To date we have just those 13 points but have options to get 4 additional points if is necessary: Appeal two denied design credits and/or buy RECs to comply with EAc6.
Is it possible to decide to appeal the design credits denied and / or purchase RECs after preliminary review of construction credits and prerrequisites?.

You certainly could appeal the two design credits at that point. Submitting an additional credit may require a separate fee too as your four phases of review would be over by then.
