In this instance it is used for separation of dissimilar materials, such as an aluminum railing attached to a steel embed plate, or aluminum to cementitious materials, etc.

Sometimes those are also used as a sealer but in your case, it sounds closest to anti-corrosive paint, since separation of materials is often intended to prevent corrosion.
