As far as we read the Mandatory Requirements of ASHRAE 90.1 required by EAp2, performance requirements must meet the specifications of Table 7.8. As electric resistance boilers have essentially become commodities, we assume our boiler meets the requirements of Table 7.8; however, as the manufacturer has operations/sales only in Europe, we're having difficulty verifying this. Our electric resistance boiler is 75.7 L, but how do we prove we meet the performance requirements of "0.93-0.00132V EF" ?

You will have to get that information from the manufacturer. Assuming the efficiency is determined with a different test procedure (see far right column in Table 7.8) you will need to demonstrate equivalency by comparing procedures. Hopefully the manufacturer can help.
