I have a mall with the "strip center" shape, this is without any common areas and is totally open. It's being certified under the LEED CS 2009 rate so we need to reach a maximum of watts per square feet which we can't compensate in the common areas, because they aren't habilitated. How can we approach the maximum power capacity without impairing the future tenants with a power capacity that will not be able to satisfy the tenants' needs?

You need to generate a minimum energy savings not reach a maximum W/sf.
W/sf in 90.1 for lighting and plug loads are not the same as the maximum power capacity of the electrical system, it is the connected load that would generate the savings, not the capacity.
Perhaps I am confusing your questions?
