Multiple thermostats averaging

If one VAV box with a reheat coil is serving three private offices, would providing one thermostat for each office, and have the controls average the temperature requirement for each thermostat, and modulate the VAV/reheat coil accordingly, comply with this credits requirements?

No, the configuration and control strategy you describe does not comply with the credit requirements. 50% of the occupants have to be able to control their environmental conditions such that each is thermally comfortable. Your scenario has the distinct possibility of having all three occupants be uncomfortable. You'd need at least 2 VAV boxes to meet the credit requirement. Hope this helps. Good luck!
