Under the reference guide, it is requiring for process water to be submetered, which according to the glossary includes cooling tower water, boilers and chillers, but if the cooling tower is serving several tenants, how can it be measured or segreated to be measured?

I agree that it does not make much sense to require a TI project to submeter most process water uses. Have you checked the Reference Guide addenda or LEED Interpretations to see if this changed?
