Tenant Submetering

I have read the previous threads but still not sure about the tenant submetering. The Table 2 in LEED CI guideline indicates that no submeter is required for the cooling if it is included in prorated building payment for a central plant serving multiple tenants. Does this mean we can get this M&V points with only 1 meter measure both lighting and plug load for tenant space?( for case 1)? The chilled water and condenser water from the central plant is considered the cooling function and are not considered as process water so no need to provide submetering for them, right??? Thanks.

Under Case 1 you only have to meter by fuel source, not energy end use. So you need an electric meter. If you have any natural gas usage you need to meter it. If you meet the criteria in the Reference Guide then you do not have to submeter the cooling. Basically you need to pay for it separately and not as a part of your rent and it needs to be prorated to the tenants by area or other means. The bottom line is that the tenant has to pay for their utilities to earn this credit.
