If a project is being demolished but the slab and some columns are being kept, would that be considered a major renovation since we are not given the option of redesigning the orientation of the building? Would that be 100% renovated?

No I think that is new construction. If you keep the existing walls and roof it is a renovation. Somewhere between there and taking it down to the slab you cross the line IMO.
