It's clear from the credit language and LEED Online form that California Title 24-2005 Part 6 can be used in place of ASHRAE 90.1-2007 as a baseline when creating an energy model. However, it is unclear if compliance with Title 24 ensures that the project meets all ASHRAE 90.1's Mandatory Provisions. Has anyone had success using only Title 24 to demonstrate compliance for this prerequisite?

If you are following Title 24 you do not have to demonstrate compliance with the ASHRAE 90.1-2007 mandatory provisions. You are basically substituting 90.1 compliance with Title 24 compliance.
