Option1 or Option 2

Hi, Our project is located on a 83 acre site with internal streets. Large logistic and industrial facilities are planned to be constructed on the site, so blocks are much larger compared to ones in residential or business district, and it is difficult to construct a lot of streets. We counted intersections within the project boundary, and noticed that the number is far less than the NPDp3 Option 1 requirement. In this case is it acceptable to go via Option 2, although our site has internal streets?

Noriko, if rights-of-way exist or are planned within your project boundary, then you must use Option 1. In order to maximize your Option 1 internal intersection count, be sure you're counting all eligible intersections, including possibly non-motorized if they're located in their own ROW, eg a sidewalk ROW intersecting a street ROW. Adjusting the location of your project boundary to include more surrounding streets could also increase the intersection count, and it's permissible to include non-project areas in boundaries. If the intersection count is still too low then you might consider a CIR based on the unique logistical-industrial land-use requiring large spacing of ROWs. Eliot
