Option 2: Scope and EAp2

1) Is it possible to pursue option 2 even if all the central HVAC systems are not part of the tenant scope of work? 2) Is it possible to use the simulation (option 2) according Ashrae Appendix G also for EAp2, Minimum Energy Performance like in other rating systems?
