heat recovery system for base case ?

We are modelling our CS case in Sao Paulo (Climate 2A). the language in ashrae 90.1 2007 was not so clear so though i should ask here, Is it necessary to have a heat exchanger for our base case for the prerequisite and for the credit simulations ??? Thank you

I assume you are referencing exceptions d/e under G3.1.2.10. First of all your system would need to have both a design supply air capacity of 5000 cfm or greater and have a minimum outdoor air supply of 70% or greater of the design supply air quantity. If it does then in your climate zone energy recovery would not be required on your heating system but would be required on your cooling system. Just because it is not required on your heating system does not make the entire HVAC system exempt.
