If tenant spaces (HVAC, LIGHTING etc) comes under owner/developer scope of work, those spaces should be model as per ASHRAE (in baseline).

A portion of our building envelope is historic. Can we exclude it from our model?

Everything gets modeled according to ASHRAE. The Baseline according to Appendix G and the Proposed as designed. For CS projects also apply the Reference Guide appendix for modelling CS projects.
If the space has been designed then model that in the Proposed, if any space has not been designed model identical to the Baseline.

HVAC system has not been designed for space. but tenant have to meet at least local code, which is IECC-2012. so in this case can we model proposed case based upon IECC-2012 (for cooling and heating efficiency, Lighting) or we have to model identical to baseline.

You could try and make the case that the tenant has to follow code and claim savings relative to the ASHRAE baseline. Only issue I can think of - if the system has not been designed then how will you know what system to model in the Proposed. If you can address that you could probably make the case. Make sure to thoroughly explain this to the reviewer and you should probably do it as an exceptional calculation.
