CS-2009 EAp2:Minimum Energy Performance

9.4.1.1 mandatories for CS

Hi everyone! If the project base building scope does not include the lighting fixtures for tenant spaces but wiring stub-outs are, do we still need to have the automatic control device for the "building" in accordance to ASHRAE 90.1-2007, section 9.4.1.1? If yes, are there any alternative options other than BMS? Also, could the common areas like elevator lobbies, fire exits, MER's on each floor be excempted (9.4.1.1-c)? Thanks in advance!

9.4.1.1 - Yes this is mandatory. The standard lists the options - time clock, occupancy sensor or other control system (BMS). 9.4.1.1 exception c - Not sure how you would exempt those spaces as the lights would only be required to be off during unoccupied conditions so no safety concerns if there are no people.

Thanks Marcus. Please bear with me as I try to explain the mandatories to the lighting consultant. The lighting consultant is considering the 9.4.1.1 - a (time-of-day operated control device, the least expensive among the options we believe) and if an occupant has worked over time, then the elevator lobbies lights are already off, can it be considered 9.4.1.1 - exception c? We recommended having override switches at the elevator lobby then another scenario was brought up, what if the person is not familiar with that switch for some emergency reason there’s a need for the elevator lobby lit.

In many facilities there are a small number of light fixtures kept on 24/7 to address the issue you raise. Keep in mind the purpose of the Standard - to save energy. So the purpose of this mandatory provision is to make sure the lighting are not left on when the building is not occupied.

Makes a lot of sense, thanks a lot Marcus! Could we show compliance with this mandatory if the "automatic control device" will be on each floor instead of a single switch on a BMS for the whole building? The consultant calls it localized automatic shut off control This approach may not be the usual central whole building control like BMS, but we believe the intent of the mandatory is being met.

As long as the lights are turned off automatically it does not matter where the automatic control device is located.
