shop applied paints?

Do factory applied paints need to comply with the VOC limits? Or only paints and coatings that are applied on-site?

No, factory applied paints and coatings (and adhesives and sealants) are excluded from this credit. It only includes products applied on site.

IEQ c4.4 requires that contact adhesives for composite board, applied on or off site, must not contain urea formaldehyde resins.

Correct. The factory applied exclusion is only for paints, coatings, adhesives and sealants. Carpets/rugs and composite wood and agrifiber products must meet the credit requirements regardless of where they're manufactured.

I recommend you get the VOC content in t he paint even though. After transferring to the site, unpaking, and installation of materials parts of paint will be damaged and need to be touched up with the same paint, or similar,on-site to repair any damage.Then you will need to know the VOC content in the paint that will be used in touch up
