I am working on a tenant space in which the HVAC system is going to be completely redone except for one existing HP unit. Does this existing HP unit have to be replaced to meet ASHRAE standards?

Nope, for ASHRAE 90.1 only the equipment you replacing needs to comply.

I'm working on a project and our engineers think that they need to modify 80+ existing heat pumps in order to comply with this pre-requisite, potentially adding 50,000$ to a project that has already gone through bid. Could you post where i can find exact language for this requirement to prove that their interpretation is incorrect regarding existing HVAC systems?

This section outlines when when equipment must meet minimum efficiency standards. There is no requirement to upgrade existing to remain equipment or existing relocated equipment.
