Use of general construction adhesives

I received an interesting question from my contractor - he is requesting to use a general construction adhesives sent to him by the woodwork sub (it's a Liquid Nails product from Akzo Nobel Paints). The max VOC is listed at 43 g/L. They way I see it, if they use it as a wood substrate specific application then it does NOT meet the 30 g/L max and cannot be used; however, if they use it as a multipurpose construction adhesive then it passes the 70 g/L max. Is that correct?

If you're using liquid nails on wood then it's a wood adhesive. If you're using it on multiple other undefined substrates then it's a multipurpose construction adhesive. Given that this is coming from the woodwork sub it sounds like the sub is trying to get away with something.
